PORTLAND, Ore. — A woman who lives near the South Portland ICE facility and its near-nightly protests is suing the city over the noise.
Sirens, bullhorn messages from protesters, buzzers, bells and revving engines are among the cacophony Cloud Elvengrail says are making her home, where she's lived since last July, "akin to a torture chamber."
According to the lawsuit, Elvengrail lives in low-income housing, Gray's Landing, across the street from the ICE facility, as well as near a Tesla showroom. She said the noises have been happening well into the night for weeks, with the lawsuit describing an incident in late June, when Elvengrail "felt pressure in her left ear... When she reached up to touch her ear, she saw her finger was covered in blood."
Though Elvengrail in the lawsuit stresses that she supports peaceful protest and did not vote for President Donald Trump, the noise and activity are "non-protected speech activity" that's been "occurring at all hours of the day and night."
Efforts to confront said demonstrators, as well as contact police, have been unsuccessful, including multiple instances where protesters made violent threats and have allegedly tried to get her evicted. In the lawsuit, Elvengrail said she is trying to move elsewhere but cannot afford to do so, and she was forced to stop crowdsourcing funds in order to leave because it could render her ineligible for "state and federal housing, nutrition, health care and disability payments."
"I am living in constant pain, my ears are ringing, the sound is so loud it made my left ear bleed, and there is no peace or quiet because the sound weapons they’re using day and night are killing us. And we’re trapped with no escape. It’s got to stop.

C’mon. To quote that DEI mayor in MD:
“Give those protesters SPACE TO DESTROY.”
When FR’s DC Chapter used to counter the protestors in front of the old Walter Reed Army Hospital, which was inside the city limits of Washington, DC, we had to apply for a permit for any gathering of more than 25 people, which we often had during the seven years we were out there against Code Pink and the other anti-war commies. We were able to get police to push them away from the front gates to a spot down the street when the commies failed to secure a permit.
Police in Portland may not have such a statute, but if they do, people can be ordered to disperse; and when they resist (and they will), they can be arrested.
We can all play “give me that right”…..
Even without a ‘supressor’, that rifle sound should be lost in the noise.
