It could very well be "vaporware."

China and the USA are similar in that researchers, businesses, tech companies, etc... all are tempted to put out exciting press-releases, with only vague ideas behind them, to attract government funding or investment capital.

True but significant engineering challenges must first be overcome... much the same challenges faced since the 1960's when designers struggled with how to design a successor to the SR-71.
