Pretty much EVERYTHING that government does can be gamed.
And given that Government overall is around 40% of the US economy, we have a completely printed, fiat unbacked currency, and historic debt levels - we can say we live in a society that is based on fraud.
Once the ‘victim’ gets a green card can that person then sponsor their alleged ‘abuser’ for a green card also?
I knew several women, mostly from Eastern Europe who married US men and divorced them right after they got their green card. They admitted that they are just waiting to get the green card, and they married just for that purpose.
Even worse, they married US men and stayed in marriage. While taking husband’s money, they are enjoying sex outside the marriage.
Warning for US men (and women too!) - be careful about getting involved with foreign women (men)!
Most of them are not after you, but after that green card!
Another bit of legislation that Biden helped to create while he was in the Senate. The law did nothing about women scamming men on international dating sites for money or visas, and it allowed them to claim abuse after arriving on a fiancée or spousal visa. The men are required to pledge to support them after arrival, so by faking abuse the man still has to pay for them and has no recourse for his expenses. This travesty passes for justice in today’s America, which has no rules of conduct for even foreign women lying to come here.

For the history impaired, this was when Mr. Park was the dictator.
There was a real business where (rich) local businessmen would have their daughter ‘marry’ a Grunt, then ship her to friends in California. The grunt would then apply for a remote COTS (Consecutive over seas tour) - and their new pride gets an instant Green card.
The daughter then brings over the entire family under the chain rules. A good way to escape from the RoK. The new ‘bride’ has bundles of daddy cash shipped overt to her by hubby via the military mail, and life is good for everyone.
When Hubby gets ready to return to CONUS, wife files for divorce. Win-Win-Win as hubby get the extra family pay and keeps it.
This had been going on for years and everyone turned a blind eye to it.
I didn’t care, the family never went on welfare and the US usually gained a hard working group of folks more than happy to learn English and become a US Citizen.
My wife is a naturalized filipino, and when we were doing the initial paperwork for the K-1 visa, there was a TON of talk about this over on VisaJourney.com. It was a thing being done in lots of SE Asian countries. The woman would find an American man, she’d get brought to the US on either a fiance or spousal visa, and once she got here she’d file the VAWA crap, and divorce the man, AND get to stay in the US too.
There’s a TV show called 90 day fiance that’s turned into a trash heap, but there was a time when it was somewhat real. During that time there was a story about a woman from Atlanta who went on vacation to the Dominican Republic I believe it was, and hooked up with a guy who worked at the resort where she stayed. She brought him to the US and married him, and when he decided it was time to go he was doing everything he could to get her to hit him. (Which she didn’t do). I assume HE was angling for the VAWA track as well. (As it turned out that his Dominican finance was already in the US, and he was looking for a way in. Once he split with the Atlanta woman, he moved to NJ and lived with his fiance before finally getting rightfully deported.)
One good point here is that the initial green card is only good for 2 years. Then you can get the 10 year one, and eventually the permanent green card, and then after a while you qualify to apply for citizenship.
So, if she bolts TOO soon, she could be making herself an “illegal”.
ALMOST! The support rule that you speak of says that the sponsor will reimburse the government for any “means adjusted support” the government provides for your foreign spouse for a period of 40 quarters. (10 years).
So you don’t have to give them a credit card and let them go wild. You’re just on the hook to reimburse for welfare or the like that uncle sam provides.
Over many decades, US courts of various levels have been just fine with marriage fraud. They’ve scolded against the gov getting in the marriage business, disavowed the term “viable” with respect to marriage, been just find with any old form of consummation of marriage, and granted relief in case after case that was actually decided on either by administrative officers or courts. It was and remains a huge business, with legions of immigration attorneys at the head of the fraud spear helping to advise or even set up phony marriages. Some even go so far as to fund overseas offices to recruit for the marriages. It’s even been glorified in several hollywood productions, one even entitled “Green Card.”

I’d say from experience that it’s a toss up; women, especially those on welfare, are a buyer’s dream. Others are just plain stupid, greedy, and prolific in their love of s several marriages.
Men are often suckers in that they have dreams of never ending sex, only to be shut out from the very minute after the nuptials, with promises of “delivery” once the green card arrives; then they’re left holding their bag, wondering where the little woman went.
Yes, but that version takes forever as that category of oversubscribed in most countries and the waiting list is past the moon. Much easier to naturalize and apply as a US citizen, as that category gets a priority.
There is an entire television franchise dedicated to perpetrating this: 90 Day Fiance.

When I think about it, I am sure, they waited more than the initial green card. I think all the way to citizenship, which takes like 5 years.
Then, when they got set, they dumped that old geezer and went after greener pastures!
Couple of them were very open about it!
