Just one terrorist can fill self driving cars around one city and for the price of the autonomous vehicles, the bombs, one terrorists’s food, clothing, lodging, they can literally set off bombs in as many directions as they want, all at once.
That’s quite a return on an investment that doesn’t take suicide bombers and their limit to their expensive one time use..

Soon enough and don’t be in such a rush. The day is coming when some government will ban everyone from driving. Driving a car on public streets will be illegal, as will eventually owning a car period. Fossil-based fuels will be banned and outlawed.
It’s coming. The confluence of the pendulum swinging back to a strongly authoritarian government and the left’s war on oil will see these things come to pass once the tech can drive better than humans.
