This is constitutional as the AUMF passed by Congress and signed by President Bush after 9/11 is still in effect, giving the President authority to take military action to stop future terrorist attacks against the US. Iran’s actions can easily be viewed as threatening, even if you totally discount former actions as Iran’s support of the Houthis, which have attacked US naval vessels.
