It is very much within the Office of the President to do singular military actions, without informing Congress.

People like Massie want to wait for an attack on America soil before he is willing to give support to bombing Iran.

Massie is an attention prostitute. If he was a serious person that disagreed with this decision, he would reserve comments until after the President spoke. He is a not a person that should be taken seriously.
