I would think most fair-minded people would agree that a powerful US senator proposing regime change in a Middle Eastern country would have at least some background knowledge of that country and the possible repercussions of the policy he is advancing.
While I'm no fan of Tucker Carlson, he is not proposing regime change in Iran, nor is he a policymaker. So the onus is not on him here.
The questions Tucker Carlson asked were substantive. Cruz's answers were just....bad

I have always been sympathetic to people who get asked questions when they have their guard down (like those “Jaywalking” episodes where they ask people on the street some easy to answer question, and they are disengaged...when they answer, they are flustered and screw up easy answers and it makes them look stupid)

This makes as much sense as when Nancy Pelosi criticized President Trump for not visiting countries on a foreign tour in alphabetical order. Utterly nonsensical.
My figured Iran’s population was 73 millions. This is what I heard a few years ago. My guess was probably closer that Ted Cruzes
