Unless staged, (for what possible reason?) I cannot think of a circumstance that would justify grabbing the girl by her hair, shoving her down, then knocking her down when she had the nerve to stand up, and then giving her a kick while she was on the floor.

Apparently the abuser is pulling the kid's hair to 'teach' her not to pull someone else's hair. The beatdown is apparently intended to 'teach' the kid manners? Sadly, the kid handles the beatdown like a pro - she's been abused before. Surely the abuser can be arrested for this footage?
