If these are people who entered the country at other than an official entry point and later received court order to appear before an immigration judge, then they are not "undocumented."

If these are people who asked for asylum when caught, then they are not undocumented.

If these people were ever put on a bus or a plane to relocate to another city, then they are not undocumented.

If these people were ever housed in taxpayer-funded hotels, or were given EBT cards for food, then they are not undocumented.

If these people have children enrolled in our schools, then they are not undocumented.

But their entry into the United States was still illegal.
