Yes. If you have a badass defense net that stops everything an enemy can throw at you, you can strike them with impunity. That's very destabilizing, although moreso if an imperialist expansionist country like either of them got it first.
That said, I guarantee Russia, and especially China, are putting their own efforts into such systems.
