No, that’s not accurate. Medicaid serves as ‘health care’ Americans that have been disabled from birth, very poor, and children. Further, the vast majority of children are now born on Medicaid programs. Medicaid is essential for many people, and the most Vulnerable (children disabled at birth) Americans.
That being said, this is why the Democrats have chosen to abuse it and destroy it. They are abusing it by 1: having people who could work, that don’t. 2: Illegals 3: Not forcing young couples to purchase health insurance. All of those costs are passed unto Medicaid until the Re-imbursement is less than costs to care for the patient problems (Pregnancy, childbirth, and children are adequately re-imbursed). Thus, it no longer serves as a ‘safety net’ for Americans most vulnerable, it becomes a useless program for those that truly needy because no one will ‘accept’ them.

Absolutely not. Medicare will not fund nursing homes for elder care. It will fund healthcare, but not day to day life in a nursing home. Medicaid is the source of money for almost 70% of all residents. It is all so very expensive that personal assets are soon exhausted (if there were any to begin with) and at that point Medicaid, not Medicare, steps in.

An emergency room is required to stabilize any human being that walks through their doors. This would be so for citizens who have no money and illegals who have no money.
The law is called EMTALA, Emergency Medical Treatment and Labor Act. They must treat and stabilize. They seek payment only afterwards and if there is no ability to pay through any program, the hospital is stuck. They deal with this via higher prices on those who can pay.
