Ukrainian premier says previous US aid to Kyiv will not be included in minerals deal

Ukrainian Prime Minister Denys Shmyhal said that previous aid provided by the US to his country will not be included in the minerals deal being negotiated between Kyiv and Washington.

“Agreements have been reached that the document does not include assistance provided before its signing,” Shmyhal said in a statement on Telegram late Sunday, summarizing his delegation’s visit to the US to conduct discussions on the document.

Expressing that he held an “important” meeting with US Treasury Secretary Scott Bessent during his visit, Shmyhal said that their legal teams are working on the document and are making “good progress.”

“The main thing is that we have clearly defined our red lines, the agreement must comply with European obligations, and also not contradict the Constitution and legislation of Ukraine,” Shmyhal further said, noting that the deal must also be ratified by parliament.

Shmyhal also said Ukraine has secured financing for the whole of this year, including covering what he said to be a deficit of $39 billion from international partners.

He added that the restoration of Ukraine was also one of the key topics of the Spring Meetings of the International Monetary Fund and World Bank, during which they discussed long-term prospects with American business and financial partners.

He said Ukraine already has confirmed $50 billion in income from frozen Russian assets, and that these funds are being used for “budgetary needs, fixing military spending and rapid recovery.”

Originally, Trump said this “minerals deal” was to repay the US for the “$300 billion” we had already given them in aid, also saying it was not aid, but a “loan” that needed to be repaid.

The Ukrainians insisted that what they have already received was outright aid, not a loan, and the “deal” was to secure future funding, not repay past funds supplied to them.

Whatever, when one actually read the text of one of the later iterations of this “deal”, one discovered the proceeds were to be invested in a fund for the reconstruction of Ukraine after the war and overseen by the banking laws of New York State (this last part being a smart move to curb corruption, but the Ukrainians reportedly fussed about it).

It’s all so tiresome. The alleged mineral deposits are either unproven (may not even exist) or not commercially viable (except for that one little scandium operation).

This stupid “deal” is a pig in a poke and a distraction, and has sidetracked actual peace negotiations.

I see it this way..."You're gonna have to work yourself on reconstruction by using your mineral assets...and not with USA money...and damn right you're gonna pay us back...

Their monies overseen by us...but our 50% is ours.

I'll take a wait and see...dumb a** "Z" is in way over his head.

In the end, I believe we will do a mineral deal with Russia...within the area they have conquered...and "Z" can't do a damn thing about it.

Of course that's speculation but that seems to be where the minerals are from the maps I've seen.

Time will tell.

There is no reason to believe Zelensky will keep his word.

He's been dragging his feet for more than two months on a rare earths deal.
