No. FDR was in his fourth term when he died. The congress moved in and limited the presidential term. Can the president move in and limit the term of congress? An equal not superior branch. Or judiciary? An equal branch?

Anyway, guy benson, show us where it is in the constitution or state that FDR was unconstitutional

There are no term limits for senators (although there should be) and a two term limit, with provisions for someone assuming the office midterm (LBJ in 1963 could have run again for his term 2.3), was instituted via the 22nd amendment while Truman was in office.
