So what you are saying is that Ukraine can only get help from the EU if there is actual fighting going on.

Putin has placed Ukraine on deaths ground. He has repeatedly stated Ukraine cannot exist independent of Russia. If there is a peace deal, Putin will definitely invade again correcting many of his initial mistakes, which would end up more devastating than the current conflict, so Ukraine wants real security guarantees.
