They even have NCOs and Officers marching in the ranks. This makes no sense no matter what the occasion or purpose.

These are members of the Canadian Cadet Corp, somewhat similar to your JROTC, aged from 12-19. Some look like cadets but some of those guys have gray hair.
The video is apparently from Remembrance Day ceremonies in 2024 held in the Edmonton Mall. (I couldn't imagine such ceremonies in mall but I guess, when you pray to the Almighty Dollar, a mall is the proper place).
