LOS ANGELES, California — The Federal Emergency Management Agency (FEMA) has received 270,000 applications from purported homeowners in the recent L.A. fires — though only abut 13,000 homes were destroyed.
A FEMA official gave the staggering figure — more than twenty times the number of eligible applicants — as concerns about fraudulent applications continue to plague the agency, more than two months after the fire.
As Breitbart News has reported, many displaced residents had tried applying for FEMA relief, only to find that someone else had already applied in their name and with their address, locking them out of the system.

No doubt there is a lot of fraud but the 20x figure is bogus. There are many assistance programs that do not require the house to be destroyed.
If you lose utilities or the streets are close.
If you lose your job.

“Wass’s Rule of 5s” I’ve been suggesting for years that any benefit program will elicit applications from 500 percent of those eligible.
Apparently, people are making claims due to ash from the fires entering their air vents or ash on their cars.

Tomorrow... a federal district court judge will rule that FEMA must accept claims for imagined homes and dreams of future homes.
I wonder who can apply. What are the rules. If you rented a home with 3 people wouldn’t that be 4 total people in need? Or owned the home and rented rooms or had family that lived there. What about people hosting fire victims in their homes? Are they entitled to some aid? What about the gardners and housekeepers and pool men etc. They lost some or all of their livelihood. The restaurants and shops and markets they either burned, have fire damage, or otherwise lost all their income too. Landlords of those buildings also lost income. I have no doubt there is some fraud, but I also wonder how broad the application can be.
We didn’t get any ash up here in the Silicon Valley area, but we COULD have. Should I make a provisional filing just in case we find some ash?

Following Governor Newsom’s recent Executive Order to assist those affected by the devastating wildfires, on Monday, LA Mayor Karen Bass issued her own emergency Executive Order designed to expedite the recovery and rebuilding process following the fires that have burned over 25,000 acres, destroyed thousands of structures, and displaced over 80,000 residents.
This sweeping order eliminates significant regulatory hurdles for rebuilding, accelerates permitting processes, and facilitates the rapid cleanup of debris in the City of Los Angeles, while addressing post-fire hazards. Below, we summarize key provisions of the order and its implications for our clients across the public, private, and public-private sectors.
Key provisions of the order include:
Processing eligible projects under SB 35’s streamlined permitting and reconstruction processes, including an exemption from discretionary review.
Expediting approvals for reconstruction projects that do not exceed 110% of pre-fire dimensions (floor area, height, and bulk), in substantially the same location, for the same use as the structure(s) existing immediately prior to the wildfires, and no increased density (e.g., ADUs).
Exempting projects in the Coastal Zone from Coastal Development Permit requirements.
Waiving demolition permit requirements for applicants that provide timely advance notice, subject to safety limitations.
Allowing displaced residents to utilize temporary housing and storage structures on affected properties during rebuilding, for up to three years or until construction is complete.
Establishing task forces to streamline debris removal and mitigate risks, such as flooding and mudslides, while complying with environmental laws and optimizing federal reimbursement opportunities.
Expediting Temporary Certificates of Occupancy for 1,400 near-completion multi-family housing units to increase available housing supply.
Creating a centralized special permitting center staffed seven days a week by representatives from all City development service departments to ensure coordinated and accelerated rebuilding efforts.
Directing City departments to inspect and provide guidance related to the treatment of historic properties in affected areas, pursuant to federal and state standards.
Preparing to seek additional regulatory and funding support from state and federal authorities.
