Is hate the word you were looking for? Many are ambivalent. The answer is that Satan is the ruler of this world with tremendous influence. Everyone that hates Jesus/Jews are under his influence. God is a God of love. Therefore Satan is the god of hatred.

Because they are not yet saved and because Satan’s influence is strong upon them. Many of them will be saved at the end. Many, but not all. (narrow is the road, path, gate, etc.)
