Hegseth Disestablishes the Office of Net Assessment (ONA)-Deep State entity with Ties to Stefan Halper, RussiaGate, and Flynn Prosecution (VANITY)

On March 13, 2025 Secretary of Defense Pete Hegseth announced that the Office of Net Assessment was going to be "disestablished" and its personnel re-assigned within the Pentagon. Many people don't know the key role that the Office of Net Assessment (ONA) at the Pentagon had in the RussiaGate scandal and the political persecution of General Michael Flynn. The key person linking RussiaGate and the Flynn political assassination is Stefan Hapler, a relatively shadowy Deep State entity with ostensible Republican ties, but deeper ties to the Deep State in the FBI, DOJ, and Pentagon.

Here are the three key players in this discussion:

  1. COL JAMES BAKER

  2. STEFAN HALPER

  3. ADAM LOVINGER

In other words, the money was just going out the door to these people with no professional credentials that would support them being given a contract, and when the reports were viewed, were complete garbage, often being copied verbatim for other sources.

Stefan Halper was given over a million dollars in a four year period, with two payments (to Halper as a ONA Contractor) on September 26, 2016 of two payments for two different "studies" that totaled over $800,000 dollars. The same time frame he was sidling up to Page and Papadopoulos, using them as levers to get FISA surveillance so they could surveil the ENTIRE Trump Campaign using the "Three Hop Rule" (so they could surveil ANYONE that Page or Papadopoulos communicated with, and anyone THOSE people communicated with, which means the ENTIRE Trump Campaign could be surveilled with FISA.

Details are in the body, but the closing of the Office of Net Assessment by Hegseth should be seen as an absolute positive in the fight against America's Enemies within the government from BOTH parties.

The Office of Net Assessment (ONA) is a filthy, dirty, Deep State player. This is a great move by Hegseth.

NOTE: I have been very interested in the government persecution of General Michael Flynn, and have put together a timeline of events in PDF format which may be viewed here: LINK: TIMELINE OF THE GOVERNMENTAL ABUSE OF LT. GENERAL MICHAEL FLYNN. I know this post is long, but if you want some insight into the role the Office of Net Assessment had in attempting to destroy the first Trump Administration, you may find this enlightening.

The Office of Net Assessment played a key role in the government persecution of General Michael Flynn. Note below, a LOT of events happened between 1/5/2017 and 1/10/2017. I include a lot of events below that provide context and also show where Halper was involved, being paid in September 2016 for his work at ensnaring both Page and Papadopoulos, the payments which were noticed by the Whistleblower, Adam Lovinger who worked under COL James Baker in the Office of Net Assessment, and who set Lovinger up to get him fired when he began asking questions about Stefan Halper.

One more thing on this: in the article linked above (Little Noticed Whistleblower Story from August 2018 Involving ONA Director, Col. James Baker, Takes on Greater Significance in the Wake of Flynn Filing) it seems like an inescapable fact that Whistleblower Adam Lovinger was targeted, had a US Navy officer sitting next to him who saw the "classified document". From the article:

"...The following day, on Sept. 15, 2016, Lovinger boarded a flight initially bound for Hawaii. Lovinger began to go through his papers when he noticed the “Classification Pending” markings on the document in question. Lovinger left his seat and proceeded to a more private location to examine the document. Based on his review of the document, he determined there was no classified material contained within and he returned to his seat where he placed the document into his briefcase.

Sitting next to Lovinger on the flight was LCDR J. Austin Maxwell. Maxwell observed what had transpired and would later note, “it was obvious to me [Mr. Lovinger] recognized his mistake and attempted to secure the document.” Lovinger was unaware Maxwell had seen the document, later telling investigators, “to his knowledge no one else had observed the document throughout its time in his possession.

The next day, Maxwell drafted a Memorandum for the Record and notified his superior who brought the matter to the attention of Capt. Dale Rielage. Rielage, in turn, notified Baker, Lovinger’s boss. Baker then confronted Lovinger regarding the incident. This sequence of events occurred on the same day..."

All this in a single day. Skeptical minds might look at this and see a pattern of efficiency virtually unknown in the government...up and down a chain of command between ONA in the Pentagon and a Hawaii command where LCDR Maxwell was stationed resulting in that same day of a Whistleblower being called on the carpet.

Makes it obvious that many in the chain of command were involved in the illegal political spying operation and probably getting kickbacks through phony “contractors” who were spouses or family members or through being hired as “advisors”.

Finally !

ONA is a small part of a larger Pentagon program of “Research and Development /
Testing and Evaluation” which is almost $150 billion per year.

This outfit has produced decades of worthless spending on failed programs.

For example, they were “researching” hypersonics all this time back at least to the early 1960’s. And still don’t have a deployed system while North Korea and Iran do.

I am thrilled that the military is returning to its roots as a kick ass killing machine. THAT IS WHAT A MILITARY IS FOR. It’s not a social club that gives a rip about your specialness, your perspective, or your diversity.

ONA has nothing to do with RDT&E. Furthermore, RDT&E is a budget category, not an organization within DOD.

Whosever heard of that. How many unconstitutional agencies does this freaking 80%+ illegal federal gov’t have anyway? We can’t shut down the unconstitutional portion of the feds fast enough.

Why are the first two guys here being reassigned and not prosecuted? Why has General Flynn not brought legal proceedings against these thugs? And BTW, Flynn should have been the new Chair of the Joint Chiefs. I am highly disappointed he has not been mentioned for a high profile job in this administration.

I don’t think Colonel Baker has been in ONA for a while, and Halper became poison when his role became public.

So neither of them are there. (And the whistleblower, Lovinger, has moved on)

But I still feel Baker and Halper should be prosecuted if it is possible to do so.

I was stunned to hear it had a budget of $150 BILLION dollars! Holy crap! That is BILLION not MILLION!

And you are spot on in your observation. THIS is why our country is $37 TRILLION in debt.

My mistake-I saw a post that said:

So, the ONA budget isn't $150 Billion. My mistake; I misread it. It is some fraction of that. But still...

I am with you. I had to cross swords with people who said Hegseth wasn’t qualified, but I was adamant he is the person for the job.

I am being proven right about this.

Yes...their focus in the military SHOULD be LETHALITY!

If all those travesties (Russiagate, Flynn, etc.) occurred onder ONA, why are the personnel being re-assigned to other positions in the Pentagon? They need to go and be ushered into cells.

I will wager a good number of them are military...and I am all in on that for a duty assignment! Or Thule...:)

One of my all time favorite anecdotes about anything (I don't even know if it is true, but...it could be!):


A general landed at Thule AFB late one night in his command plane, and the temperature was well below zero. He was impatient, as Generals often are, and when the plane sat on the runway without moving for 15 minutes, he went up to the cockpit to find out what was going on.

He was enraged when the pilot told him they had to wait for a truck to come out to pump out the contents of the toilet before they could move the plane.

He got out of the plane, and as he fumed, he saw a truck drive slowly over, park near the tail of the plane, and a man in a parka got out and with deliberate and slow motions, began the process of hooking a tube up to the plane to empty the toilet.

Enraged and impatient, he stormed back and berated the lowly enlisted man for being so slow, and told him he was going to report him to his commanding officer.

The man, peering at the General from his fur-lined parka hood said laconically:

"Sir. I am stationed at Thule. It is after midnight, it is forty degrees below zero, and I am pumping shit out of a plane. What do think they will do to punish me that could be worse than this?"

I tend to agree. I would like to say they should all be shipped off, but I think it is possible many were just drones doing administrative stuff...but I would hope the wheat would be separated from the chaff...
