The Office of Net Assessment (ONA) is a filthy, dirty, Deep State player. This is a great move by Hegseth.

NOTE: I have been very interested in the government persecution of General Michael Flynn, and have put together a timeline of events in PDF format which may be viewed here: LINK: TIMELINE OF THE GOVERNMENTAL ABUSE OF LT. I know this post is long, but if you want some insight into the role the Office of Net Assessment had in attempting to destroy the first Trump Administration, you may find this enlightening.

The Office of Net Assessment played a key role in the government persecution of General Michael Flynn. Note below, a LOT of events happened between 1/5/2017 and 1/10/2017. I include a lot of events below that provide context and also show where Halper was involved, being paid in September 2016 for his work at ensnaring both Page and Papadopoulos, the payments which were noticed by the Whistleblower, Adam Lovinger who worked under COL James Baker in the Office of Net Assessment, and who set Lovinger up to get him fired when he began asking questions about Stefan Halper.

DATE: 3/18/2016-Papadopoulos meets Joseph Mifsud in Italy approximately one week after officially joining the Trump team.
DATE: 4/6/2016-Joseph Mifsud meets again with Papadopoulos and claims to have met with high-level Russian government officials who have “dirt” on Clinton. Papadopoulos told the FBI that Mifsud said “the Russians had emails of Clinton” and “they have thousands of emails.”
DATE: 4/10/2016-Papadopoulos is asked to meet Alexander Downer via intermediaries about an interview in a newspaper where Papadopoulos had stated in it that UK Prime Minister David Cameron should apologize to Trump for negative comments. (NOTE: This was portrayed widely in the media as a chance encounter, and a drunken Papadopoulos bragging loudly about emails, neither of which is true)
DATE: 7/31/2016-CROSSFIRE HURRICANE opened by the FBI after being contacted by a “concerned” Alexander Downer.
DATE: 8/11/2016-FBI meets with Stefan Halper. Halper agrees to work with the Crossfire Hurricane team by reach out to George Papadopoulos allowing the Crossfire Hurricane team to collect assessment information on Papadopoulos and conduct an operation. Halper informs FBI of his July contact with Carter Page and previous contact with Flynn related to the Lokhova incident. 
DATE: 8/16/2016-CROSSFIRE RAZOR opened by FBI.
DATE: 9/2/2016-Stefan Halper emails George Papadopoulos to write a policy paper (for $3,000) on issues related to Turkey, Cyprus, Israel and the Leviathan natural gas field. Halper also offered to pay for Papadopoulos’s flight and a three-night stay in London. Papadopoulos accepted, and agreed to meet with Halper in London. During the meeting, Halper pointedly asked Papadopoulos: “George, you know about hacking the emails from Russia, right?”
DATE: 1/5/2017-Obama, Yates, Comey, Brennan, Clapper, Rice, other members of the National Security Council (Ciaramella?) meet at the White House to discuss what to do about Flynn and the "newly discovered" phone call between Kislyak and Flynn in December. This is the official start of the perjury trap they constructed for Flynn.
DATE: 1/10/2017-Steven P. Schrage digitally records his conversation with Stefan Halper who is discussing Flynn’s professional demise two days before the Washington Post article about Flynn's phone calls with Kislyak.

Steven P. Schrage was a studying for a PhD with Stefan Halper as his PhD Supervisor in January 2017. Two days before the Washington Post published an illegally leaked article, Schrage recorded a conversation with Stefan Halper (apparently with his approval) where Halper related how Flynn was not going to be in the job.   

Halper described how Flynn’s “so called enemies” would make Flynn “blow up... he’s really f**ked.”   

This recorded conversation was two days before anyone outside Flynn, the Obama Administration, The Russian Ambassador, and the FBI knew about it. Halper would have had no way of knowing about what was going to happen to General Flynn unless he was in on it, or was told about it
DATE: 1/10/2017-The same day as the event above, Clapper tells David Ignatius of The Washington Post to “take the kill shot on Flynn.” According to Flynn’s lawyer Sidney Powell, Clapper told Ignatius to “take the kill shot on Flynn.” Ignatius published the leak in his Jan. 12 column, describing Flynn’s Dec. 29 conversation with Kislyak.  Clapper denies saying this, Ignatius refused to return calls to discuss the issue. We all know what a font of truth Clapper is, so take it for what it is worth.  

From the Ignatius Article: According to a senior U.S. government official,” wrote Ignatius, “Flynn phoned Russian Ambassador Sergey Kislyak several times on Dec. 29, the day the Obama administration announced the expulsion of 35 Russian officials ... What did Flynn say, and did it undercut the U.S. sanctions?”

IMPORTANT: It is thought that Col. James Baker was the person who gave the transcripts of the phone call with Kislyak to the Washington Post reporter David Ignatius. So Baker had the transcripts. And Clapper knew Ignatius had the transcripts too.
On 1/12/2017-Whistleblower at the Pentagon Office of Net Assessment (ONA) Adam Lovinger has four charges filed against him by his boss Col. James Baker.

NCIS report on Lovinger’s conduct finds no reason for Whistleblower to be fired, but the word “not” is excluded in the documentation filed by Col. James Baker to outline his charges against Lovinger.

Adam Lovinger was a Whistleblower, because his job required him to review financial records of the Office of Net Assessment (ONA), and he noticed that large sums of money are being spent on suspicious things (Halper). Lovinger saw that a total of nearly a million dollars had been paid to the infamous Stefan Halper for two studies on Communist China's economy, and that the payments had been made to Halper on Sept. 26, 2016, around the time Halper was meeting with Trump aides Carter Page and George Papadopoulos. These "papers" were of little to no value, information being available to the general public, and were granted and paid for with little to no oversight by anyone at the Office of Net Assessment.

Lovinger saw these sums of money, and began to bring up his concerns about the ONA in March 2016 and intensified his whistleblowing activity in the period between September 2016 and January 2017. Around the time Lovinger ramped up his whistleblowing activity in September 2016, he was reported by a Naval intelligence officer for reading a purportedly classified document on an airplane to Hawaii. An investigation by NCIS found there was no basis for the charges against Lovinger.

After his insistent complaints about Stefan Halper's exorbitant contract payments, Lovinger would continue to criticize the use of outside contractors. In a March 3, 2017, memo, Lovinger noted, “There has never been an external review of these contractors’ research products…It is now clear that over several decades the office transferred millions of dollars to inexperienced and unqualified contractors.”

In another example (from LINK: Little Noticed Whistleblower Story from August 2018 Involving ONA Director, Col. James Baker, Takes on Greater Significance in the Wake of Flynn Filing (From 2019) the author describes another complaint by Lovinger, while at ONA, made this observation to his boss Baker:

"...One contractor hired by ONA , the Long-Term Strategy Group (LTSG), is owned by Chelsea Clinton’s “best friend” Jackie Newmyer-Deal. “Over the past decade, LTSG secured more than $11.2 million in contracts from ONA.” He also said of another contractor: "...In an incident with another ONA contractor, Lovinger disclosed to Baker that the contractor copied a World Bank report onto the contractor’s own letterhead and passed it off as original work..."

On May 1, 2017, Lovinger was notified that his Top-Secret, Sensitive Compartmented Information (TS-SCI) clearance had been suspended. Lovinger was told to leave the National Security Council and return to the Pentagon. Lovinger was the second Trump official to lose his security clearance.

His Security privileges were stripped from him on 5/1/2017 requiring him to leave the NSC and go back to the Pentagon doing a lower level job. Baker then reclassified the job Lovinger was then working at to have requirements that Lovinger did not meet, and this gave them the cover to fire Lovinger. In summary, they stripped him of his Security clearance, demoted him, then fired him for these observations he made about Halper and other "contractors" with the Office of Net Assessment (ONA).

One more thing on this: in the article linked above (Little Noticed Whistleblower Story from August 2018 Involving ONA Director, Col. James Baker, Takes on Greater Significance in the Wake of Flynn Filing) it seems like an inescapable fact that Whistleblower Adam Lovinger was targeted, had a US Navy officer sitting next to him who saw the "classified document". From the article:

"...The following day, on Sept. 15, 2016, Lovinger boarded a flight initially bound for Hawaii. Lovinger began to go through his papers when he noticed the “Classification Pending” markings on the document in question. Lovinger left his seat and proceeded to a more private location to examine the document. Based on his review of the document, he determined there was no classified material contained within and he returned to his seat where he placed the document into his briefcase.

Sitting next to Lovinger on the flight was LCDR J. Austin Maxwell. Maxwell observed what had transpired and would later note, “it was obvious to me [Mr. Lovinger] recognized his mistake and attempted to secure the document.” Lovinger was unaware Maxwell had seen the document, later telling investigators, “to his knowledge no one else had observed the document throughout its time in his possession.

The next day, Maxwell drafted a Memorandum for the Record and notified his superior who brought the matter to the attention of Capt. Dale Rielage. Rielage, in turn, notified Baker, Lovinger’s boss. Baker then confronted Lovinger regarding the incident. This sequence of events occurred on the same day..."

All this in a single day. Skeptical minds might look at this and see a pattern of efficiency virtually unknown in the government...up and down a chain of command between ONA in the Pentagon and a Hawaii command where LCDR Maxwell was stationed resulting in that same day of a Whistleblower being called on the carpet.

Makes it obvious that many in the chain of command were involved in the illegal political spying operation and probably getting kickbacks through phony “contractors” who were spouses or family members or through being hired as “advisors”.

ONA is a small part of a larger Pentagon program of “Research and Development /
Testing and Evaluation” which is almost $150 billion per year.

This outfit has produced decades of worthless spending on failed programs.

For example, they were “researching” hypersonics all this time back at least to the early 1960’s. And still don’t have a deployed system while North Korea and Iran do.

Why are the first two guys here being reassigned and not prosecuted? Why has General Flynn not brought legal proceedings against these thugs? And BTW, Flynn should have been the new Chair of the Joint Chiefs. I am highly disappointed he has not been mentioned for a high profile job in this administration.

If all those travesties (Russiagate, Flynn, etc.) occurred onder ONA, why are the personnel being re-assigned to other positions in the Pentagon? They need to go and be ushered into cells.
