I suspect that water pressure is a better agent to reduce use of water than anything low flow.
Except pressure and flow are two completely different principles.
Shower heads have removable flow restrictors.
Remove them and enjoy!
very first thing I have done for 35 years with a new shower head... take out the screen orifice before screwing on the shower head. I pay for the water,., so i’m gonna get the water!!

These restricted water flow devices were the brainchild of NYC politicians. NYC was faced with a water shortage. NYC needed to spend money to deal with the shortage which would have resulted in incresed water bills. The politicians justified the flow restrictors as saving money particularly for low income residents.
BTW, I’ve yet to see a shower head flow restrictor that can’t be removed. Some plumbers will tell you that these can’t be removed citing federal law. Others will just go ahead and remove them.
Why again do we want to reduce water usage? Unless there’s a shortage in the supply, which in most of the US there isn’t, why can’t we use as much as we want like any other commodity we pay for?
20 years ago I bought a house that had low flush toilets. I just started dating a girl whose dad owned a plumbing company. He dug out an old 5 gallon flusher from the warehouse. Bless him.
What I was saying is that if you have the same toilet installed in your house as the one you have at work, you will have the same toilet and the same flush.
The cleanliness of the bowl after the flush is from the design of the toilet, toilets are rated on that wash down cleaning of the sides of the bowl and it is based on the design of the toilet, not the incoming water pressure.

California, I understand b/c of ongoing, persistent droughts (as mass apartment and condos are being built at the edge of my city, which mandates water restrictions - guess they don’t need water).
So frustrating when I’m told I can’t water my garden on most days b/c of a lack of water - yet massive building continues apace.
I recently replaced the faucet cartridge in my bath/shower with an exact replacement. It worked perfectly before except for a slow drip. Nothing else was changed.
Now the cold water comes through like a fire hose as it always did, but the hot water is now barely more than a dribble.
I guess they want me to save energy.
Those nice, small metal water-saving shower heads that you can get at Walmart are high pressure. They put out steam well.
Of course, they are like the shower heads used on submarines, as I understand it, though.
Old time Navy guy chiming in. When I was on a ship, the rule/expectation was to water down, lather up with soap and rinse. Even to this day it takes me about 3 minutes to shower. I don’t need a special shower head..
