In the real world intelligence agencies do not play by anybody’s rules.

I don’t think anyone was expecting a detailed explanation. A general description of the purpose and timing of this activity would have been sufficient to satisfy most people. Instead we got a one word explanation.

If there are no big names on it then why the delay?
