"Waste fraud and abuse…. This is abuse!" Yet many states including Red states have used this tactic to increase federal funding for their Medicaid programs. Helps to keep your local medical provider open and in theory keeps your state taxes down. Abuse or just smart financial management? If the system allows it, never leave money on the table.

I don't think the State tax raises will match the outlays Federal gov. provides to the State of Maine.
