Provide a plan for resettlement of Gazans all around the world. No return, and travel restrictions imposed. Stable democracies throughout the world have a history of welcoming refugees enforcing religious tolerance. Remaining Gazans should not be sent to neighboring countries that exploited and weaponized them.
In the resettlement process, they can group themselves into kinship and community blocs, which can be aggregated into larger groups depending on workable arrangements of resettlement. A model that parallels college applications could be used to enable blocs of people to express relocation preferences with rank ordering of choices first, second, third, etc.

Oh. I totally agree. But there is a reason he said “orphaned babies and toddlers”. The King doesn’t want any adult Gazans in his kingdom either.

You probably say this kidding but Russia's interior is actually one of the least populated (persons per sq mile) places on earth.
Russian has had problems with Muslims in Russia and on its borders for some time. I doubt that Putin/Russia would have any interest in settling Gazan Muslims within its borders.
Any nation that welcomes Muslims of any stripe will eventually come to regret it. Islam is a terrorist organization that sleeps when it's convenient only to later arise to kill and terrorize its naïve and deceived host.
