Elon Musk is leading a group of investors offering to buy OpenAI for nearly $100 billion.
The takeover bid was submitted to OpenAI's board of directors on Monday, Musk's attorney Marc Toberoff told the Wall Street Journal.
Open AI is currently a non-profit run by Musk's nemesis Sam Altman.
The tech entrepreneurs are currently locked in a legal battle about the future of the company, considered a leader in artificial intelligence research.
The maker's of ChatGPT have not publicly responded to the unsolicited bid from Musk and his associates.
Musk's audacious bid has thrown a spanner in Altman's plans to turn OpenAI in to a for-profit company.
'It's time for OpenAI to return to the open-source, safety-focused force for good it once was,' Musk said in a statement to the Wall Street Journal.
'We will make sure that happens,' he added.
Musk co-founded OpenAI with Altman in 2015, but the Tesla CEO left in 2019.
Altman, who become CEO, launched the organisation's for-profit branch allowing it to raise money from large investors such as Microsoft.
Altman has laid out plans to turn the for-profit branch in to a traditional company and keep the non-profit side going but giving it equity in the company side.
In a series of lawsuits Musk has accused OpenAI of betraying its nonprofit mission and instead colluding with Microsoft to dominate the development of AI.
As Altman moves forward with his plans, putting a price on the non-profit OpenAI has been a contentious issue.
Musk's bid now sets a high bar and if accepted it could mean he ends up with a controlling stake in the new OpenAI, the Journal reported.
Musk is backing the bid with his own company xAI, which could end up merging with OpenAI following a possible deal.

Busy man. IIRC, Musk was one of the initial investors in OpenAI, based on the understanding that it was meant to be a not-for-profit venture.
