In typical New York Times fashion, this article descends into full-blown hysteria built on falsehoods in just the second paragraph. Impressive.

And as usual, NYT is lying about a fundamental key point. Congress did not create USAID by statute.
Congress did not directly create USAID as an agency; instead, it passed the Foreign Assistance Act of 1961, which provided the legislative framework for foreign aid. President John F. Kennedy then established USAID through Executive Order 10973 to administer this aid. Thus, while Congress authorized the funding and programs, the creation of the USAID agency itself was done via executive action. (from Grok)

USAID was first created by President Kennedy through a 1961 executive order as an agency of the State Department, under the authority of the Foreign Assistance Act of 1961.
