You simply do not have an idea that can be successfully implemented. If you think you do, how about sharing some sort of plan or operational guidelines. How are you going to get parents to participate more than they currently do? How will you get parents to agree to force their students to live up to standards? Who establishes those standards? Who plans and writes the curriculum?
Unless you can post something that convinces me that you can change outcome merely by changing location, I must insist you have a very simple understanding of the situation.
No I did not say simply change the location. You said that.
I said get them out of the schools. The parents will band together and curriculum is available.

There really are no standards so anything the parents and community do will be better than what these government facilities provide..
I have spent the last 40 years around parents who have opted to leave.
