(less than 20,000 gallons per year)

You’re exactly right. That’s about 650 gallons per day. For perspective that’s a 9 person hot tub/spa. For an estate, that’s a trivial amount in fairness. Might even be within the margin of error of the water meter. Lots of (D) run cities have water meter issues.
