Steel doesn’t burn.
It gets really hot and it starts to lose it’s tensile strength.

Steel wool oxidizes very quickly when you ignite it and produces a lot of heat in the reaction.

It most certainly does burn, carbon steel that is. When you use acetylene torch to cut steel it does actually burn the steel and afterwards you can see the slag as a result. Stainless on the other hand will just melt, it has no carbon in it.
