A really good way to get H1-B reform is to first have Musk, et al, post positively about the H1-B program to get the faithful fired up against it, calling the congressmen, posting articles, replies online and so forth.
Then have Trump & his admin agree that reform is needed and push it through over the voices of big tech & other large employers.

Musk said that a simple way to solve the problem would be to raise the pay of H1B’s...he didn’t say how high or to what categories that would apply

And if any titan of the corporate world truly wanted to change the system, they could instead say the hiring of foreigners by them is over and they will rehire any that were laid off (if this occurred) and replaced by so-called highly skilled H1-b people.

Remember, Trump already passed reforms in his first term:
In 2017, Trump signed the “Buy American and Hire American: Putting American Workers First” Executive Order.
It was supposed to prevent fraud and abuse in the H-1B and H-2B programs:

In 2020, the Dept. of Labor, under Trump, adopted a rule called “Strengthening Wage Protections for the Temporary and Permanent Employment of Certain Aliens in the United States.”
It required foreign workers’ salaries to be on par with American workers so that “the employment of immigrant and nonimmigrant workers . . . does not adversely affect the wages and job opportunities of U.S. workers.”

Yet, companies still found a way to abuse the program, and they still prefer to hire H1B workers.
One reason is that companies can exercise more control over them. When a company sponsors an ‘international worker,’ that worker can’t easily quit and go to work for another company.
