I never worked with a good one.
I have also been unimpressed by Chinese engineers.
I did work with some Russians who were very good.
I have worked with good ones that were educated here.
The best packaging process engineers I've seen. Casepackers, high speed fillers, and wet product dryers for sure.
I have worked with some really good Indian engineers.
And a bunch that sucked.

Countries that follow some form of German Engineering Education process seem to turn out pretty good engineers If your first two year’s engineering sciences program isn’t built to weed out weakness you don’t have much of an engineering program. Unfortunately, most faculty see teaching engineering sciences beneath them. What a shame. Some old line colleges of engineering taught undergrads all the math and chemistry within the college not farming that out. Those were good programs.
