President Joe Biden’s administration is dedicating $1 billion to preserve the Ecuadorian Amazon as a means of addressing climate change, White House press secretary Karine Jean-Pierre announced Friday.

The president traveled to the Amazon Rainforest in mid-November to announce the United States’ pledge to increase U.S. international climate finance to over $11 billion a year by 2024, according to the U.S. Embassy & Consulates in Brazil. While areas of the U.S. are still suffering from hurricane damages, the press secretary announced that the United States International Development Finance Corporation allocated the $1 billion to “support conservation” of the Amazon, just one month after the president’s trip.

Americans last. “Foreign aid” is just a kickback scheme of Federal politicians and powerful bureaucrats who get rich stealing over half of the money they give away to connected and wealthy foreigners.

Yes, the Constitution requires Congress to appropriate every dime the federal government spends. Unfortunately the omnibus spending bills, and continuing resolutions like the one that just passed, are filled with billions of dollars of “discretionary” spending the President and bureaucrats can tap. Congress simply delegates its responsibility for fiscal discipline and oversight to the executive branch.

Blame Congress for not doing its job and passing detailed spending bills limiting the discretion of the President, cabinet heads, and bureaucrats to spending only on specific items clearly delineated.

If you are interested in how it is supposed to work, spend some time perusing the Annals of Congress which records the debates and activities of Congress from 1789 to 1824. You will see that Congress examined spending in minute detail and voted for individual spending items such as a replacement cannon for a specific fort. Very different from the modern Congress voting on huge trillion dollar plus spending bills, comprising thousands of pages no one except staff members have read.

Reading excerpts from the Annals is eye opening. The members of Congress from the early Republic would be appalled at the corruption and profligate spending of our current representatives.
