It may be as simple as that they want to freak people out to increase the surveillance state... That is distinctly one of the agendas in play. The totalitarians among us are incredibly quick to exploit opportunities for PSYOPs that can increase their control of the population. They are doing that right now with the "drone sightings".
But there are still other things going on. Multiple players, multiple agendas, multiple opportunistic exploitations. Embrace the power of the word "AND".

True, but in a city or urban area there’s typically more gamma radiation emanating from terrestrial sources than directly from the sun, because of atmospheric shielding.

If this is the truth, I don’t doubt that they are searching on the ground. The white vans need to be marked, white van searching for nuclear bomb.

Really sensitive nuclear detectors are based upon a photo-multiplier tube and a phosphorescent film of some sort. PM tubes can pick up light in a fiber optic cable merely by wrapping the fiber around the tube. This is caused by photon leakage through the sides of the fiber and its jacket. Those tubes can detect a single photon of light.
When I used them they were inside an aluminum casing ... and we still had to keep the room light off.
The phosphorescent material was also cooled with liquid nitrogen. (About 1974)
