The totalitarian regime would be Russia, not Ukraine. Ukraine has had two free elections since 2014 and a freely elected parliament. Russia, on the other hand, has not had a fee election since Putin has come to power. Additionally, Putin is demanding the forced imposition of a pro-Russian government in Ukraine.
