A Republican lawmaker is working to repeal several Ohio laws that criminalize HIV, arguing that they are “outdated” and “do not reflect our current understanding of HIV,” according to NBC News.
State Representative Sara Carruthers (R–Hamilton) introduced House Bill 498 to repeal a state law that penalizes people with HIV who try to donate or sell blood. She also introduced House Bill 513 to repeal an additional five laws that have resulted in more than 200 HIV-related criminal prosecutions.
From 2014 to 2020, at least 214 Ohioans were charged under these laws, which can result in a second-degree felony conviction, a $15,000 fine and a two- to eight-year prison sentence.

Do laws against harmful behavior tamp down that behavior or not? That is the question. And even if not, are we to decriminalize murder because the laws against it don't have a deterrent effect?
Blood donation is the most critical issue. I'm perfectly fine with criminalizing the donating of HIV-infected blood. That means that the donor LIED about a critical statement ensuring safety on the questionnaire.
If you question these people who say that HIV-criminalization laws are “outdated,” you quickly find out that they were never “dated” to begin with.
As the sole sponsor on each bill, Carruthers, who lost her March primary and leaves office in a few weeks, is seeking another representative to continue advocating for the bills.
Let's hope it is trashcanned like she was.
I wonder how many democrats have switched party allegiance, just so they can run as so-called Republicans? (And I am NOT referring to Tulsi; she’s the real deal, IMHO).
That's 214 too many. Does she think repealing the law will make that number go up or down? Or is HIV blood donation no longer a concern.
It happens a lot here in Idaho.
If the increase in HIV-infected blood donations increases, we won't be allowed to hear about it.
They like to focus on "harm." But what if someone with a gun, knowing that that gun is UNloaded and harmless, nevertheless willfully points that gun at an unsuspecting person. Even pulls the trigger. Did a crime, even if mild, occur based on the alarm that caused the person?
I dispute the headline she is “conservative.”
She’s not and never was conservative; she’s from the “Rob Portman” squishy wing of the GOP. So is Matt Dolan, who will be Ohio’s next Senator (appointed to replace J.D. Vance) if the rabidly anti-conservative Governor of Ohio has his way, and Dolan is even worse than this gal.
But she gets to be Liberal Media Hero For A Day before the door hits her in the ass on her way out.
There were always a number of sanitary features that I felt were below a basic standard, but since almost all donors were completely healthy like me, I just decided to ignore the issues.
About ten years ago, when my Hard Left city proudly announced that gay men would be allowed to donate, I canceled my next appointment, and have never gone back.
I still get an email every month urging me to come back.
Nope!
I didn’t think it had been 10 years since the policy change, but yeah, they changed it to 5 years since the last same sex hookup.
Of course, that wasn’t good enough for them so they pushed the political buttons until they got to donate without any requirements if they’ve been “monogamous” (never mind if their partner isn’t) for at least 3 months. In fact, EVERYONE is now held to the higher risk standard of homosexual men, meaning fewer people are eligible to donate.
This fact has been born out in that the Red Cross has reported critical shortages due to lack of donors for at least the past year. The fags didn’t save them.
“Recent estimates by Sullivan et al. indicate that over two-thirds of gay men acquire HIV from their main sexual partners while in a relationship.”
