An ICBM is a spectacularly expensive way to deliver nonnuclear ordinance. So, this is clearly a message rather than a change in tactics. Russia has screwed themselves as far as messaging goes by shouting wolf so many times that they’ve lost any deterrent value such messaging might have. (This is similar to Obama’s red lines in the sand that turned out to be nothing burgers.) Russia has backed themselves into a messaging corner. But a radical response before Trump takes over is doubling the danger without achieving much. The Biden administration can do whatever it wishes in response without any fear of blowback. They aren’t running again, and the man himself is just past the period at the end of the last sentence of his career. What to do, what to do...
