I would suggest that once you handed the ‘projects’ over to companies, and erased any oversight by the House/Senate...leaving it to only a few people to regulate, the secret side was fairly simple.
If you wanted to change the game being played...take the military budget and cut it by 50-percent, and see what attention suddenly it draws.

In 1985, I worked with an AF OSI officer who was to conduct a routine phone screen, listening to phone calls of people at the highly secret NSA/NRO facility in Denver (search: “Aerospace Data Facility”). Within 2 hours, all major secrets were stated over the phone. Within 2 days, 100% of all classified secrets were stated over the phone. Routinely, and often.
In other words, there really are no secrets. We just pretend and the other side pretends, but both sides know everything. It is simply far too easy to know. BTW, a few years later, it came out publicly that the Soviets had tapped those same phone lines in the streets of Denver. They knew everything.
So, no, the government cannot, and could not, keep such a thing secret.
Governments can't keep secrets from other governments but you can safely bet that they all keep secrets from the rest of us.
After FDR died, Trueman had to be read in on our nuclear capabilities. So that was kept secret even from the VP. So yeah, it is possible to keep some things secret

Just prove it that’s all I ask is verifiable proof by maybe 2 separate sources. Do that, show me that and I’m all in until then put it between two pieces of cardboard and call it a thriller.
Since the Flying Objects are as of yet Unidentied, someone is keeping a secret. I doubt our government would comment on every underdeveloped fuzzy picture they see. Or not utilize all of the half baked conspiracy theories to help hide say a stealth program.
Or maybe even a little more sinister not acknowledge a spy object.

Just as the powers geo-engineers wield originate with ancient storm gods (Elemental spirits/Powers), so are these spirits the "extraterrestrials" of our time, Hathor of the UFO of God being one example.
Thus, the secretive UAP group is being drawn into the spell-binding powers of Elemental spirits who beside being the storm gods (geo-engineers) of old are also the original bio-engineers whose powers allow them to tinker with human brains, thereby causing humans to see what really isn't there and to experience something that really isn't there. So awesome are their powers that they can create and put onto themselves a humanoid likeness (or some other likeness) that they can also create UAP wreckage.

Btw—governments spend billions of dollars trying to keep all kinds of military and intelligence secrets.
If there is “no way to keep a secret” then they should just declassify everything and save a ton of time and money.
