I don’t think being cruel to anyone is the right answer. Most of these people are coming to create a better life for themselves. Other countries know this and send their criminals and mental patients.

Most of the people who rob banks are trying to create a better life for themselves. Most of the 19th Century Robber Barons who exploited (legal) immigrants were trying to create a better life for themselves, too.
Expecting immigrants to learn English is not being cruel.
When I visited Colombia, I didn't expect them to cater to me by demanding that they all speak English. It's their country. It's up to me to learn their language and culture, not impose mine on them.
My grandparents came over from the old country not knowing any English. They were admitted through Ellis Island and when they settled down, learned English.
In those days, people considered it rude to speak a language others didn't know in front of them.

I don’t give a phlying phuque what they want because there is a well-known procedure for starting one’s journey to the USA. It starts with them applying for a visa at the nearest US embassy IN THEIR OWN COUNTRY.
