In many cases, yes. For example, professional squatters will actually target a house and start to have mail sent to it, especially if the house hasn’t been occupied for a little while such as a vacation home then they’ll break change the locks put some of their furniture in there and claim they have a verbal agreement as a tenant with the owner. So the owner realizes someone broke in and calls the cops. The squatter produces the mail with their name sent to that property , shows their furniture , shows that they have their own locks on the doors and convince the law-enforcement officer that they are legal tenant.
this works better in some states than others, but that’s in a nutshell how they do it.
Then the law-enforcement officer basically says it’s a civil matter that must be handled by the courts versus putting the a hole squatter in cuffs and bringing them down to the station
