Need a lot more Info but.... the judge was unarmed. Self defense doesn’t work in this.. maybe a rotten judge or a rotten sheriff?

Kentucky sheriff held over fatal shooting of judge in court My initial impression is that the Judge probably deserved it.
A sheriff does not normally shoot a judge without a good reason.

Multiple rounds in a face to face meeting sounds like a “crime of passion”. A simple assassination would likely be a single shot to the head. Something really pissed off the sheriff.
