The only difference is that the Havana Syndrome was with sound waves and the beam at the rally was a microwave radio beam.

That is a BIG difference (about 300 MHz difference). Symptoms of the Tucson rally don’t really match “Havana Syndrome”:

I only meant that the difference was the type of attack.   I know and agree that it is a big difference, but it is still a directed energy weapon aimed at individuals.

You know that we the bug in the Moscow ambassador's office was energized by a microwave beam, which could harm a person if aimed at it.

Back in the 1980's I visited our Chicago MCI office in the Hancock building.   I was shocked to see that they had a microwave feed horn pointed right out of a window.   Of course the field strength of the distant end miles away, pointed at the office was negligible, but the guys sitting at desks next to a giant feed horn was disconcerting.   I guess they saved money by not having a long waveguide.
