Yes, except they probably don’t allow that in. More likely some jackass a day or two before sprayed just such a spray on those bleachers a day or two before. It dries out and sits there. People sit down, touch the bleachers, and then people touch their face, rub their eyes, rub their nose, etc... then they cross contaminate.

If it was pepper spray the doctors would have, or at least could have, found the residue. Capsaicin is an oleoresin and it is very hard to wash off.
