It's fortunate that one of the Secret Service guys happened to notice the rifle, which might have been easy to miss. If Ryan Routh had managed to get a shot off, it is possible he could have hit President Trump.
One bit of information from the press conference is that Trump's level of protection is still less than for a current President. So maybe it has been improved since July but with more security the shooter wouldn't have been able to get where he planned to shoot from.
