Our State Department and CIA overthrew the Ukraine in 2014 to use it as a proxy in their war against Putin. Since invading Ukrainian troops were firing on civilians, ambulances, firetrucks etc., civilians were evacuated, and the Kursk attackers were declared 'terrorists'. Putin is, at his leisure, picking off Ukrainians at a rate acceptable to him.
The weapons are not 'useless' in creating damage for those which escape jamming - jamming doesn't disarm them. But the HIMARS will not change the fact that the Ukraine is losing the war. The only true use for HIMARS is to provoke Russia into war with the West directly.
Once NATO took control of the Ukraine, Russia annexed a region along the border. The Western Ukrainians have been firing on Eastern Ukraine for years now. NATO built and trained an army in the Ukraine to fight and die on their behalf, under their control, and it's NATO's decision to fight down to the last Ukrainian.

You posted what is an informative and thought provoking thread.
The HIMARS was developed for US and formal treaty Allies. All the allies we sell this system to are expected to under a US ADA umbrella. Ukraine is an exception.
Ukraine had adequate ADA for a NATO envisioned conflict. Short in duration.
The HIMARS does terrible damage. But it is big and distinctive. Where it fires its enemies will draw an arc to locate.
The HIMARS can fire short range missiles being sent to replace ATACMS.
The Russian Iskander Missile, is no longer only ship and aircraft platform only munitions similiar to HIMARS. Russia introduced a mobile version very recently, two months or less. This vehicle missilw launcher system is assigned to all Russian units down to brigade, and most battalions. The command and control communications Russia now has mastered allows unit commanders to hit Ukrainian targets in 3-5 minutes. This the most significant missile system in term of impact. The HIMARS were always rare and expensive. Cheap and mass produced, the Iskander family is making a greater impact.
But I would not want to be targeted by HIMARS or the Ruskie counterpart.
NATO strategy was always low numbers, percission systems designed for quick engagements.
Neither side was prepared for a long drawn out conflict, but NATO was initially better resourced in Ukraine.
Russia did not have combined arms warfare with integrated command and control to start. They have mustered an adequate and fast evolving integrated capability from space, naval, air force and army.
Russia has retooled their heavy defense industry. They repair and build more tanks a month than left in all europe.
NATO failed to take seriously Russia. We dismissed Russia as incapable of winning a NATO backed Ukraine. Every advantage held by Ukraine in superior equipment and trained soldiers has been matched and surpassed.
The most indespensable weapon with a decisive impact is not the HIMARS. For Ukraine it has been small drones. For Russia 1) FABs 2) Artillery 3) Hypersonic missiles 4) drones
The Uke drone held mech and armor of Russia in check.
The FABs broke the stalemate. The FAB is the most significant and impactful weapon in this conflict to date. Between the first FAB in Nov 23 and first week of Sep 24, Russian MOD credits the FABs with the breaking of all/the last 2014 Ukrainian NATO Defensive lines.
The FAB deciminated both the manpower and bunkers. Ukraine has been in a state of forced withdrawal since losing their forticications.
