‘Political enemies’ would be a synonym for ‘political opponents’ and Trump’s political opponents are Democrats and ‘cheaters’ would be an accurate synonym for Democrats.

President Trump said nothing untoward, but warned any that cheat, will be hunted down and prosecuted because he intends to identify and stop the damage being done to his beloved nation.
