I would hardly call it complicit. At Yalta, it was pretty clear that the British and Americans were not going to force the Soviets to do anything they didn't want to do in Poland. The Americans also didn't care that much. Churchill had no leverage to help the Poles as the Soviets had four million boots on the ground there and weren't going anywhere.
