I suppose one could log into the various VPN providers and start making a list of IPs. The VPN provider would have IP clients connect to them from certain IPs, before assigning them an IP from somewhere else. You could automate that and see where the local connection is coming from.
Then the government could claim some Brazilian is using that VPN, just because they connected it, and fine them accordingly.
Best to use an unknown server using a temporary address DHCP for a short lease time.

Right. And they can force the ISPs to run government sniffers collecting packets going to clients from those IP ranges.

People are grossly ignorant about security. Google offers on their search page to securely store all of your passwords. Any mindless wonder doing this deserves whatever they might get. And who says Google is not selling this info on the side? The same goes for anyone giving their private data for someone else to store, such as a cloud.

Brazil is simply following suit from its fellow BRICS members, Russia and China.
Russia blocked twitter, facebook, instagram and soon youtube and co-opted VK and Telegram. Also trying to move against VPNs.
China has long used censorship and blocking to restrict its people from accessing information on the Internet.
Kremlin propagandists have been very successful in portraying a false image of the regime but it is the very opposite of a Free Republic.
For example, giving Edward Snowden exile. But if a Russian Edward Snowden revealed secrets of Kremlin surveillance like the American Snowden did of the US, the Kremlin regime would have tortured that person to death.
I prefer low-tech solutions for high-tech problems. One-time pads in the hands of “need-to-know” contacts with certain ones having the equipment and ability to run numbers stations for communications in “SHTF” scenarios.
That said, I do use cloud services for some things. It’s so common that not doing so would stick out like a sore thumb. So vacation photos, posts to family and friends about day-to-day things. To the cloud operators and those peeking in, I’m just another upstanding pillar of the community.
The trick to using the cloud advantageously is being judicious in what you choose to put on the cloud. Some stuff is better suited for a piece of paper, neatly folded, and locked in a well-secured vault far away from prying eyes.
