I doubt it, but here are some related stats from the census bureau.
“In 1960, the populations of two-thirds of all states included less than 5 percent foreign born (see
Figure 7). Six states (New York, Massachusetts, Connecticut, New Jersey, Rhode Island, and
Hawaii) had 10 percent or more foreign born in their total populations, but no state in 1960 had
15 percent or more foreign born. In 1970, when the number of foreign born reached its lowest
point in the 20th century, 80 percent of all states had less than 5 percent foreign born.

Also, it was JFK who ran on his 1960 party platform to replace those fewer white immigrants with none white and vastly more of them and with chain-migration, in effect turning immigration over to the immigrants.

When I said I doubted it, it was the numbers I doubt, not that you read one of them saying it, as a Catholic family they were dedicated to replacing the original Americans with Catholic immigrants from south of the border, and included non-Protestants/non-Christians globally, anything but the Protestant whites who had to be overcome.

The recently summarized amount of 800 million USD went to Catholic Charites to support migrant needs. Illegal aliens need help so the govt. gave money to a non-profit “charity” that depends on the subsidy to even exist.
Now let’s learn how much a year salary does the pres of Catholic Charities get?
