I don’t think she has been showing up drunk. I think it is just chronic traumatic encephalopathy (CTE) from her time with Willie Brown.

Encephalopathy is a syndrome of brain dysfunction that can be caused by a variety of diseases, injuries, drugs, or chemicals. It can also be caused by a decrease in blood flow or oxygen to the brain. The type of encephalopathy is determined by the cause of the brain damage.
