Well, it all depends.
In my neighborhood in Philadelphia, we’ve added about 1,200 high rise units. Off street parking, green spaces, gyms, etc. as well as retail/grocery/restaurant businesses. It’s been an absolute Blessing.
OTOH, if the city encouraged section 8 or HUD housing, it would have destroyed a neighborhood.
Now, my neighborhood is just a mile from city hall and walking/biking/public transit is very attractive for limp-wristed, dope smoking, deep blue hippies.
All I really “know” about The Bronx is that it’s to the north of Manhattan, or so I’ve come to believe. Maybe it’ll become a desirable neighborhood to Manhattan workers, I couldn’t say.

Many decades ago, I was working a late night mid shift with a buddy senior NCO of mine. We got to talking about what/who has the best position in life. He said, “I’d either want to be a full bird colonel or a black Airman basic 9E1).”
The colors and the trappings of status have changed but the basic tenet survives. It’s now, filthy rich or illegal just arrived in this country.
Reckon they’ll keep English as the nominal primary language?
I suggest you look up an erstwhile, sleepy, little burg called "Brooklyn".
NYC has not been an industrial area for a long time. Too expensive- taxes, overpriced land values, poor connections/bottlenecks, increased employment costs, regulation.

Better to keep them in shiny projects/prisons than to disperse them into our neighborhoods. Just sequester them as best you can.
The New York City Council, and Mayor Eric Adams rushed back to City Hall after making large land purchases with new found cash to unanimously approved a plan that would radically transform a section of the Bronx.
