What does that mean?

He was arrested for meeting up with a young girl who was supposedly 14 years old. Only he thought it was really a woman, and you know what, he was chatting with a woman.

Those two things are the story. The government despises him, and he gets those charges. Basically it’s like planting cocaine in someone’s car.
